Annotation

It is argued that the development of technologies of “black PR” in the political sphere and their transformation into a form of political activity led to the transformation of politics and political processes into a market-oriented (demand-supply) system of relations in which the black PR becomes the mechanism of communication between political actors, authority and society.

It is proved that in the Ukrainian political area, due to the weakness of the legal framework, not only the role of the black PR in the political area increases, but significantly expands the limits of its use (from strategies, propagation to information and psychological operations). The peculiarities and specifics of the development of the legal base of black PR in the United States and European countries are considered, where it is understood as an unethical system of communication and relationships between agents of politics, government and members of society. They further developed their position regarding: definition of the concept of “black PR”, technologies of the political “black PR”, electoral “black PR”, information-political, informational and psychological technologies and means of influence on mass consciousness “; The relationship between the categories “black PR” and “technology of public relations” is determined. It is proposed that in the conditions of the Ukrainian political market the use of “black PR” technologies due to the low level of trust in the institutions of authority, the absence of a system of counteraction to it, the low level of political culture and awareness of citizens, their propensity to “yellow information” create conditions for the introduction of technologies “black PR “, resulting in a growing discrepancy between political reality and information support.

Keywords: black PR, political technologies, political advertising, political communication, political process.
