Organizational and Economic Regulation of Education Development in the System of Youth Competitiveness at the Ukrainian Labor Market

Annotation

The dissertation is dedicated for solving the scientific and practical problem of
deepening the theoretical and methodological foundations and developing scientific and
practical recommendations for the modernization of the regulation system of education
development in order to ensure the competitiveness of young people in the labor market of
Ukraine.
It is determined that the socio-economic conditions of nowadays are characterized
by dynamic development of the world economic system, large-scale innovative
transformations, expansion of information and economic space and restructuring of
people’s needs. The author emphasizes that in such conditions the foundation of successful
economic development of the state is the competitive youth, namely its level of education
and qualification, intellectual creative abilities and ability to apply its knowledge
effectively.
It is investigated the conceptual and terminological apparatus that formulates the
economic content of regulation of education development in the system of youth
competitiveness in the labor market, in particular the socio-economic essence of the
concepts “competitive potential of youth”, “competitiveness of youth in the labor market”, “educational potential of youth”, it is proven that education plays one of the most
important roles in increasing the level of competitiveness of young people in the domestic
and international labor markets, it is substantiated the need for public positioning of
education as one of the main factors of formation of competitive advantages of the
individual, it is deepened theoretical and methodological approaches to formation of
organizational and economic mechanism of regulation of educational development in the
system of competitiveness of young people on the labor market.
The specifics of the labor market and its competition in comparison with other
markets are examined and it is established that competition in the labor market is possible
both on the part of the labor supply and on the demand side. The problem of youth
unemployment in Ukraine is analyzed and it is justified that the main reasons are: young
people’s inexperience in question of finding a job, low level of competitiveness of young
people in the labor market in comparison with people of other age categories, poorly
developed qualifications or inadequate level of education.
It is analyzed the dependence of the level of economic activity of the population and
the level of unemployment of the duration of education in Ukraine with the help of
constructed econometric models and by performing clustering of regions of Ukraine by the
size of unemployment in them. A complex analysis of the level of development of
educational potential of the regions of Ukraine was carried out with fuzzy logic tools using
an integral indicator and grouping of regions by the magnitude of this indicator was
performed. With the help of the neural network apparatus, the demand and supply on the
labor market of Ukraine by types of economic activity are forecasted.
It is conducted a systematic analysis of forms and methods of cooperation between
educational establishments and business structures in developed countries, the main
advantages and disadvantages of such cooperation are determined, foreign experience of
cooperation of education, science and entrepreneurship is generalized, and it is
substantiated the possibilities of its use in Ukraine to ensure the increase of the level
competitiveness of the youth on the labor market of Ukraine.
The strategic priorities of improving the effectiveness of the organizational and
economic mechanism of regulation of education development in Ukraine are proposed.
The directions of modernization of the system of regulation of the development of
education on the basis of integrated risk management for increasing the competitiveness of
young people in the labor market of Ukraine have been identified and substantiated.
