Territorial organization of cultural and artistic sphere of the region (on materials of Khmelnitskyi region)

The dissertation focuses on the research of territorial organization of cultural and
artistic sphere of Khmelnitskyi region. The paper studies aspects of defining the essence of
the concept of “cultural and artistic sphere” through the position of human geography and
systemic approach. Theoretical and methodological foundations of human and
geographical research of cultural and artistic sphere of the regional area are especially
emphasized.
It has been assessed the influence of general and regional factors (historical and
geographic, natural and geographical, demographic, social and economic) on the
formation, operation and development of the cultural and artistic sphere of Khmelnitskyi
region.The influence of integral human factors – territorial identity of population in
formation of regional geo-cultural space and the specific cultural and artistic life of local
community people was analysed. The article provides an estimation of cultural and artistic
potential of Khmelnytskyi region due to the following types of resources: historical and
cultural, natural and cultural, infrastructural, administrative, educational and scientific,
creative, spiritual and cultural, national and cultural, events, biosocial, innovation and
investment. Using SWOT-analysis identified weaknesses, threats, opportunities and
strengths of the field. 21
Comprehensive study of modern functional component, organizational management,
functional and territorial structures of cultural and artistic sphere of Khmelnitskyi region is
described in detail. Cultural and artistic education, operation of cultural institutions clubs,
libraries, archives, functioning of concert and entertainment, film, museums, protection of
cultural heritage, folk and amateur art, activities of religious organizations and national
and cultural societies, leisure and recreation institutions are examined.
The article explores typing of districts and inhabited localities by the level of
development of cultural and artistic sphere. Advantages and disadvantages of the reform of
the territorial organization of state and local governments and their impact on culture and
art of Khmelnitskyi region are analysed. Formation of creative cluster as innovative form
of territorial organization of cultural and artistic sphere has been established. There are
three regional subclusters in the creative cluster (Central, South, North) which bringing
together 26 creative centers and 29 inhabited localities.
The main problems and prospects of functioning of cultural and artistic sphere of
Khmelnitskyi region in terms of reforming the state and local government and the ways of
optimizing the territorial organization are highlighted.
