Competitiveness management of educational services of higher education in Ukraine

The thesis summarizes the theoretical foundations and principles of management
applications developed competitiveness of educational services in higher education. Done
broad overview of the main categories of economic issues. Improved concepts and
categories of the following definitions: «competition, «competitiveness», «educational
services», «competitiveness of educational services» in the light of opportunities to
achieve their goals, including income, because customer satisfaction in a competitive
market in some time. An extended classification of educational services for a variety of
grounds. Investigated competitiveness management of educational services for system,
functional, process and integrated approach. Highlight a number of competitive
advantages on the basis of additional educational services, which include: obtaining
second higher education; educational services in foreign languages; training, retraining,
skills development, training for the citizens of Continuing Education; preparation for entry
to higher education and to external evaluation; candidate examinations reception,
publication and distribution of abstracts, theses, steno graphing during the thesis defense,
organization, preparation for defense of theses for the degree of Doctor of Philosophy
(PhD) and Doctor of Science and by specialties; to participate in international activities
and exchanges; practical importance of the knowledge gained; graduate employment
assistance, due to the cooperation of public institutions and the private sector; logistical
support of higher education and others. The structural and logical scheme management 20
mechanism competitiveness of educational services in higher education that fully
describes the provision and regulation of competitiveness of educational services in higher
education and consists of the following components: provision of legal, regulatory
support, institutional support, economic support, information provision.
Based on statistical data and regulatory acts assessed the current state of higher
education and its competitiveness in the domestic education market. The typology of
higher education institutions and government agencies thoroughly studied in higher
education in Ukraine. Defined factors by which each entity education market to exercise
influence on the object like needs, trends in the labor market, laws, standards, public order,
the teaching staff, logistical support, certification testing, monitoring. The main negative
trends in the education market in higher education in Ukraine, including: the growing
number of higher education institutions, the imbalance between supply and demand in the
market of educational services; reduction of qualitative factors of higher educational
institutions; steady trend towards mass education along with the deterioration of
qualification and age structure of employment; low pay in universities; aging of the
material and technical base of higher educational institutions; the increased competition of
higher education institutions to attract potential students; low availability of student places
in dormitories; a significant reduction in public order; advantage of private universities in
comparison with the state in pricing. The analysis of financial provision of higher
education in Ukraine during 2009–2013. which resulted to the main sources of funding
assigned training at the expense of individuals and the state budget (the largest particles)
learning from local budgets and the central authorities of legal entities (the smallest
particles). Studied the international experience of fiscal policy in the sphere of education,
during which identified three approaches to budgeting: financing expenditures, financing
and results of financing contract. Characterized three main mechanism budgeting, budget
line, program budget estimates for the activities. Defined optimal mechanism budgeting
higher education in Ukraine – financing for performance, the allocation of public funds
depends on the results of educational and research activities of universities – direct
(quality and scope of provided educational services) and end (socio-economic benefits of
education: career development of graduates, their income, satisfaction of employers with
the quality of training of graduates, etc.). In terms of budgeting mechanisms we proposed
program budget implementation, which involves the distribution of funds by cost centers
(individual departments or, in some cases, even individual teachers responsible for the
program). Studied two methods selection financing programs, cost analysis and profit and
efficiency analysis investment, the purpose of which is the program is to determine who
can achieve a number of specific objectives at minimum cost. We consider regional
distribution offers educational services during the 2009–2014 biennium. The studies found
that the largest educational centers are concentrated in the city. Kyiv, Lviv, Donetsk,
Dnipro, Kharkiv and Odessa regions.
Formed directions improve management competitiveness of educational services in
higher education. Done proving the hypothesis that involves the relationship between the
index of competitiveness of the country on the index of competitiveness of higher
education in the long run based on the Global Competitiveness Index of the country during
2009–2015. Methodology applied correlation and regression analysis to solve management
problems in higher education. Cluster analysis method used as a tool for optimizing
decision-making in the educational sphere of Ukraine. Founded the place of Ukraine’s
competitiveness on the international market in higher education. As a result of cluster
analysis done groups of countries that are in a cluster of Ukraine, the country’s post-Soviet
space, countries with advanced economies, Middle East, North Africa and Pakistan, new
and developing countries in Asia, Latin America and the Caribbean and new countries
developing in Europe which is close to their own development and the economic situation
in the light of competitiveness of higher education. Given recommendations for the
management of educational services in higher education in Ukraine, including: combating
corruption, efficient use of funding, reducing the number of higher education institutions,
monitoring the quality of the teaching staff, changing the system of budgetary funds for
targeted programs directly provide budget places for system of choice student retake
session for a fee, provide each semester review budget learning the results compiled by the
success of the session, providing students with the choice of subjects and lecturers,
establishing close cooperation between businesses and higher education institutions.
