Economic mechanism of stimulation of innovative activity of industrial enterprises of Ukraine

Annotation

The understanding of the essence of the innovative activity, innovative enterprise, and
economic mechanism of their stimulation in industry is deepened, the normative and legal
acts are systematized, and the information support of the economic mechanism of stimulation
of innovative activity (EMSIA) is improved.
From the point of view of a system and structural approach, it is proposed to define
EMSIA as a set of economic methods, approaches, tools and levers of influence on
innovative activity at all stages of industrial activity in order to ensure its competitiveness
and increase contribution to sustainable economic development. A conceptual model of the
economic mechanism of stimulation of innovative activity of industrial enterprises is
developed, which is based on the principles of a system approach and takes into account
strategic and program documents on the issues of the industrial development and innovation
sector of Ukraine. The goal of the economic mechanism of stimulation of innovative activity
is to increase the contribution of industry to the sustainable development and competitiveness
of Ukraine’s economy, the institutional basis of which includes state regulation instruments,
market incentives and societal requirements, and the basic principles of which lie in the
priority of national security, improvement of life quality, distribution of powers in state
regulation, monitoring of stimulation effectiveness.
The role of Ukraine in the system of international and national indicators of innovative
activity is analyzed, the sources of financing and types of innovative activity of industrial
enterprises, directions of its stimulation are detected, the tendencies of the formation of the
innovation infrastructure in Ukraine are revealed, and the preconditions of successful
functioning of industrial clusters in Ukraine are defined. It is revealed that Ukraine falls
behind by such criteria for the development of the innovation sector as labor productivity and
financial support of innovative activity. According to the European Innovation Scoreboard,
human resources are the strongest component of innovation for Ukraine, which has high
values of indicators of doctoral graduates, patent applications. The weaknesses of the
innovation sector development include the financial support of innovations, innovative
activity of small and medium-sized businesses, as well as level of expenditures on research
and development.
To economically stimulate the innovation infrastructure development in Ukraine, the
urgency of solving the following tasks is substantiated: 1) to restore tax incentives taking into
account the new conditions of functioning of innovation parks and clusters, 2) to increase
public funding at the initial stages of forming innovation infrastructure objects, 3) to settle
regulatory and legal support for their functioning.
A scientific and methodological approach is developed, which ensures the formation of
a matrix of strategies for the innovative development of enterprises by types of economic
activity and is based on a diagnosis of their total potential and its implementation in the
innovation sector. As a result of the application of the technique for each of the industrial
kinds of economic activity in Ukraine the strategy of innovative development and directions
of economic stimulation of its realization are defined.
A cluster approach to improving the system of state and regional support for the
development of Ukrainian industry is proposed. The idea of a cluster model is realized on the
example of substantiation of the expediency and organizational scheme of the creation of the
interregional industrial cluster “Nadbuzhzhia”. The purpose of the cluster is to provide
favorable conditions for innovative entrepreneurship in the field of the circular economy of
border regions of Ukraine and Poland through the joint use and development of the research,
production, technological and infrastructural potential.
The paper proposes to choose the strategy of innovative development for industrial
entities on the basis of indicators of their investment attractiveness and innovative potential.
This approach allows adapting the decision-making process in uncertain market conditions to
the maximum, taking into account strategic guidelines of the innovative development of
industrial activities, areas of state support, strengths and weaknesses in investment
attractiveness, market conditions.
