The state regulation of the development of small agricultural entrepreneurship in Ukraine

The fundamental part of this study stands on detailed investigation of the problems of
small agricultural entrepreneurship development as an open ecological socio-economic
system.
It has been hypothesized and reasoned that the base of state food security, stabile
development of agricultural areas and saving land resources should be in small agricultural
entrepreneurship. In the dissertation were given the theoretico-methodical investigation
examples and were applied principles of forming effective system of regulation of
development of small agricultural enterprises in a state level in Ukraine. Among this
principles, which should sustainable develop the agricultural sector, are systematic, justice,
responsibility, social orientation, sustainable land use, symmetrical crop and livestock
development, taking into account the specific of zonal agricultural development. The main
organizational levels of ensuring the development of small agricultural businesses were
singled out: International, European, national, regional and local. Creation of public
agricultural institutions were proved to be an important and necessary tool of control over
the activities of public authorities, formulating and offering project decisions, defending
priority issues of small agricultural enterprises and rural areas.
The analysis of state support level of agricultural enterprises with different size of
agricultural areas was done. It has been found, that existing system of state regulation of
small agricultural entrepreneurship is imperfect and isn’t flexible. In order to form new
quality adaptive system of state regulation model, which should be symmetrically to the
existing effectiveness situation of economic activity of small agricultural enterprises, were
done comprehensive analysis of the ecological socio-economic effectiveness level of
management system of management of small farms of Ukraine (based on grade). For
comprehensive grades analysis of management effectiveness of small farms in Ukraine
were calculated average indicators of intense level, production effectiveness,
environmental burden on earth and social focus in the regions.
Based on the average indicators was identified the Indicator of success performance
of small farms by regions. Indicator is fundamental for forming the differentiated
distribution system of state costs to support small agricultural enterprises. As a result of
correlation and regression analysis it has been found that the further development of small
agricultural entrepreneurship depends on agricultural cooperation. At the same moment
was agrumented that the creation of new agricultural clusters will lead to minimization of
production costs, development of new markets for agricultural products, processing
facilities, owning financial and insurance institutions, improving the competitiveness of
small agricultural enterprises. Also SWOT-analysis, which helped to indicate possibilities
and advantages of small agricultural enterprises was done.
Formation of the adaptive system of regulation of small agricultural enterprises
development will give opportunities to realise a potential possibilities of social,
economical and ecological components of Ukraine’s agricultural sector. Taking into
consideration the European experience of sustainable rural areas development and
successful leading of small agricultural enterprises, were highlited strategic goals of
development: implementation of flexible system of state support, stimulating the
development of agricultural cooperation via local governments, development of
agricultural market infrastructure, improving the area of the agricultural business taxation.
