Functional Distribution of Income in the Economy of Ukraine.

In the first section of the thesis the essence, the main forms and functions of
distribution of income in transitional economies are considered, indissoluble relation between
the functional distribution of national income and institutional environment is specified. The
evolution of concept “institute” and elucidated the views of scientists on a role of the state and
its institutional environment in production together with distribution of income between its
factors is tracked.
The important place in the section is devoted to the analysis of the evolution of views
on functional distribution of income in world economic science. The conclusion that there is
no single theory, which would explain the mechanism of income distribution between
production factors in the unsteady economic systems more exhaustively, is drawn. Therefore,
it is necessary to use different approaches to explanation and structuring of this mechanism.
The wide arsenal of theoretical tools necessary for implementation of the macroeconomic
analysis of income distribution in transformational economies is offered.
The second section of the thesis is devoted to research of a wage as main form of the
income of employees and analysis of changes, which occurred in the structure of the nominal
income of the population of Ukraine. We assumed that only two factors – work and the capital
participate in creation of net income and other factors are anyway included in these two.
Based on that it is estimated the balance of the labor and the capital markets in the certain
Post-Soviet countries through calculation of the equilibrium prices of factors of production
and deviations of the actual prices from them. The conclusion is drawn that in these countries
there is an exploitation of employees, thus in Ukraine is the highest level of exploitation.
It is proved that the institutional factor and social infrastructure have a significant
impact on production and distribution of the national income. Emphasis is laid on that
researches of scientists confirm the need to consider in the analysis of national income
distribution together with the labor and the capital also an institutional factor which is equal to
these traditional factors.
In the third section approaches to improvement of the institutional and macroeconomic
environment as main condition to improvement of functional distribution of income are
revealed. The possibility of approximate estimation of development level of institutes in the
state by means of comparison of optimal and actual average tax rates is proved. Improved
functional model of dependence of tax revenues in the state budget from a cumulative tax rate
is offered. In the thesis it is calculated Laffer’s points of the first and the second sort for
domestic economy by means of econometric methods with the use of production and
institutional functions, which together with the resource factors of economic development
consider institutional climate in the country, on the basis of that the corresponding
conclusions are drawn.
The world experience of improvement of functional distribution of income is
generalized and opportunities and ways of its application in Ukraine are designated. The
conclusion is drawn that there is need of active intervention of the state to the sphere of the
distributive relations to reduce the differentiation of the income due to wage increase and
social payments, enlarge a circle of employees with high tendency to consumption or
investment. The rates of real wages of employees have to increase at the same pace as labor
productivity.
