Исследован мировой опыт и обосновано целесообразность внедрения
государственно–частных партнерств в ЖКХ предложено совершенствование
действующего законодательства Украины относительно определения долевого
участия партнеров, защиты их прав, возможности привлечения иностранных
участников и необходимости повышения эффективности деятельности
государственных институтов в этой сфере.
Предложено при разработке программы модернизации ЖКХ внедрить
методику оценки состояния отрасли и ожидаемых результатов
реформирования, которая будет содержать обновленные группы показателей.
Дополнено показатели эффективности инвестиционных проектов показателями
бюджетной и социальной эффективности, которые позволяют всесторонне
оценить эффект от инвестирования в модернизацию ЖКХ.
Ключевые слова: государственное регулирование, инвестиции, жилищно-
коммунальное хозяйство, государственно-частное партнерство, показатели

ANNOTATION
Kindzyur О.S. Regulation of investment of housing and communal
services in Ukraine. – The manuscript.
The thesis for scientific degree of candidate of economic sciences in speciality
08.00.03 – economics and management of national economy. – Ivan Franko National
University of Lviv – Lviv, 2016.
The thesis is devoted to the main directions of formation of competitive
relations in housing, financial and economic mechanisms of state regulation to attract
investment in housing, assessing their effectiveness. Clarified the definition of
housing as a socio–economic set specific economic structures and objects, outlines
the specifics of housing and communal complex as property management. The
mechanism of state regulation of housing and communal services by providing
financial, management and energy saving targets and blocks practices and highlighted
preconditions incentives to attract investment in the sector – issues of ownership,
system engineering management and financing system.
Based on statistical analysis it is made the forecast of financial condition of
utilities – unprofitable enterprises; stable amount of receivables for utility services at
equal to 20% of the cost of services and of about 4 months duration; immutability of
housing indicators such as number of dilapidated houses, the amount of houses, that
have water supply, sewerage, gas, electricity.
The scientific approaches are improved in rising the competitiveness of
utilities, including building competitive advantage based on the market, resource,
technical and managerial capabilities. The efficiency of investment process in
housing is encouraged by providing the differentiation in stages of energy efficiency
and sources of funding such projects.
The analysis of world experience in implementing public–private partnerships
in the area of housing proposed improving the current legislation of Ukraine to
determine particle partners, protect their rights, the possibilities of foreign
participants and the need to improve the efficiency of public institutions in this area.
It is proposed for the development of the program of modernization of housing
to introduce the methodology of evaluation of the industry and the expected results of
reforms, which will contain the updated group of performance indicators. It is
supplemented performance indicators of investment projects by budget and social
efficiency, allowing comprehensively assess the effect of investment in upgrading
housing.
The conceptual framework for investment of housing and communal services
of Ukraine is proposed with justification of goals, principles, criteria and strategic
directions. This basis includes complex of legal, financial, economic, institutional,
social and environmental measures that are developed on indicators of investment
and are focused on the problems of housing investment. The compliance of the
proposed areas of regulation will improve investment attractiveness of housing,
develop projects of modernization in housing and prove their efficiency in the capital
markets, thereby attracting potential investors in the sector.
