Information on the thesis

The dissertation is devoted to research of theoretical and methodological problems of effective public sector enterprises creating in Ukraine in the terms of market. The conceptual-categorical apparatus and methodology for the study of public enterprise were developed.

The public sector place in the structure of the national economy is designated as well as significance of public enterprises to the national security and defense of the country. It is analyzed in the research the role of the public business sector in terms of instability and military conflict in the East of Ukraine. The potential of the public sector and restrictive factors of it`s development were analyzed. The changes in forming  public enterprises resource potential were discovered, it`s quantitative and qualitative indicators were analyzed as well as the way of its effective use.

Attention is paid to the deteriorating condition of quantitative and qualitative potential of the sector due to the escalation of military conflict in the east of Ukraine prolonged stage. Thesis that the doctrine of economic stability and economic growth must combine a market-liberal and Keynesian measures of regulation has been proved.

The attention has been paid to the fact that the role of the state and its business sector must grow in terms of military operations in the eastern Ukraine and the annexation of its territory.

The efficiency of public enterprises is examined in the context of modern neo- privatization. The positive and negative effects of modern neo-privatization were analyzed. The attention is paid to prevent reduction of the public sector in Ukraine to critical and dangerous borders, which can threaten the state existence. The conclusion has made that the large state-owned enterprises would have to become the locomotive leaving the unstable economic situation and ensure economic growth.

The thesis assesses the effectiveness of institutional and legal framework of public sector management. The causes of public sector economy shading and contemporary forms of shading were revealed and worked out the measures to its legalization. A special author’s conceptual model of public enterprise sector, based on system-factors of its development, the central place in which take care and support were proposed.  It is analyzed and used positive world experience of public business operating in the thesis.
